The object here is to show the understanding of the law makers as to the impel t of Sec. 14, Art. XI. I. Two-Thirds. -- The primary object here is to show that the General Assembly honestly interpreted See. 14, Art. XI. as requiring simply two-thirds of the votes cast. Acts 1870, p. 233. "An act to provide for the reclamation of the overflowed lands in South-East Missouri and to encourage the settlement thereof. Be it enacted by the General Assembly of the State of Missouri as follows : Section 1. That the St. Louis and Memphis Branch Railroad Company (a corporation organized and existing under the laws of Missouri) are authorized in connection with the Memphis and Saint Louis Railroad Company of Arkansas, to construct their road bed so as to form a secure levee for the protection of the low lands from Mississippi overflow. Sec. 3. Upon the passage of this act the Governor shall within thirty days cause a. notice by publication In every newspaper published in each county included in said district, and by hand bills where no paper is published in the county, of not less than thirty days to be made, ordering a vote by the qualified voters within said district upon the question ' shall there be protection from overflows, yes or no,' and the voters desiring to express themselves in the affirmative on said question shall do so by ballot, on which shall be written or printed the words 'shall there be protection from overflow, yes:' and the voters desiring to express themselves in the negat...
